Citizen-On-Patrol Mission Statement
- To provide an effective method of addressing
neighborhood crimes and neighborhood decline.
- To promote a friendly and safer neighborhood
environment while respecting the privacy and rights of all citizens.
- To encourage awareness and provide improved
communication among neighbors.
- To upgrade the quality of life and property
values in the area.
Citizen-On-Patrol Organization
- The Citizen-On-Patrol program is sponsored by
and responsible to the Houston Police Department.
- The COP members are unpaid volunteers that
must live in Holley Terrace.
- COP members must pass a background check and
take a short instructional course from HPD.
- One member, the Coordinator, is the liaison
between the other COP volunteers and HPD.
- COP receives support from, and communicates
with the community through the Holley Terrace Civic Association.
Citizen-On-Patrol, What We Do
- COP acts as extra eyes on the street for the
HPD. We report to HPD when we see suspicious activity, crimes in
progress, emergency situations, and any situation that warrants a 911
call.
- COP makes random patrols through the
neighborhood in marked vehicles. We try to patrol mostly during daylight
hours when many residents are at work or away from home. You may also
see volunteers on foot or bicycle wearing blue ball caps.
- COP encourages residents to educate themselves
on safety and security issues and to know and watch out for one another,
the buddy system.
- COP reports to 311 on public safety issues
such as street lights, fire hydrants, street signs, water leaks, etc.
that need attention.
Citizen-On-Patrol, What We Do Not Do
- COP members will not directly engage the “bad
guys”. Our job is to call 911 and to be good witnesses without
endangering our own safety.
- COP will not get involved with nuisance
problems like loud music, loose pets, code violations etc.. If public
safety or security is not an issue, COP will not get involved.
- While we encourage all our residents to be
civic minded and comply with our deed restrictions and city codes; COP
will not be involved with the enforcement of these issues.
